Application for a road closure for a special event

Important

 

Please note that Police Officers will not routinely be available to police any aspect of the road traffic management scheme, including any road closures.  It is for yourselves, as Organisers, to ensure that manned barriers and signage as necessary are in place.  Each event will be assessed individually on grounds of safety. Organisers of events must be able to manage their event without any Police assistance.

 

The following requirements must be undertaken:

(a) The right of the individual to pass and repass in order to obtain access must be maintained at all times.

 

(b) Access for emergency vehicles must be maintained at all times during the period of the road closure.

 

(c) Organisers should be aware that they incur certain legal liabilities and it is suggested that the organisers should effect a policy of insurance for Public Liability for an indemnity limit of £5m. This is the sole responsibility of the organisers and unfortunately the Council cannot be of assistance in this respect.

 

(d) The site must be left clean and tidy after the event.

 

(e) The organisers of the event must bear all costs associated with the closure including signs, barriers, lighting etc.

 

(f) Marshals must be provided at any barriers throughout the event.

 

(g) Diversion signs and advance warning signs as necessary should be set up.

 

(h) Organisers should be aware that they should undertake a risk assessment of their event and keep the document in a safe place to be produced in the event of an accident/incident  occurring.  If required, an example of a Risk Assessment form is available –

(i) For Processions - Marshals must be provided along the route at road junctions, with Marshals in front and at the rear of the procession together with vehicles flashing yellow warning lights (these can be private cars).  Additional Marshals to be provided to accompany the procession at a ratio of 1:20. for children's procession, 1:30 for adults. Please be aware that a Street Collection Permit is required if money is to be collected during the procession.  Please contact Tandridge District Council on 01883 732897 (Mrs. A. (j) For Street Parties -  It would be courteous to all your neighbours and appropriate nearby affected residents, to advise them if you are planning an event of this kind.  If possible arrange an early meeting to which all affected residents are invited.  Setting up a small action committee, perhaps at the meeting, to plan and organise the event itself.  It is hoped that if residents feel involved from the start, even though they may not wish to attend the party, this   early involvement will encourage their co-operation once the party has commenced.  In any event, please ensure that any tables etc; that are set up are kept to one side of the carriageway so that ambulances and fire engines are not impeded in the unlikely event that it is necessary to call them out.  Please note (a) above. If older or disabled residents who rely on their cars know of this requirement at an early stage it will allay any fears they might have about access to their property.

 

(k) Street Signs - Please be aware that any signs in the street must have permission of either the private owner (garden fences, gates etc:) or the Highway Authority (road verges and other Highway property).  You may contact Surrey County Council Highways contact centre on

(l) Please arrange for the Notices to be taken down after the event.      

 

(m) Reminder – if you are  planning to sell alcohol to the Public you will need a Temporary Events Licence obtainable from the Licensing Section of the Council.  Please contact Richard Diplock or Barry Crowhurst on 01883 732794. 

Please note that, in order to comply with Legislation,  you should allow at least one month’s notice in advance of the event to apply for this Licence.
